Richmond's hope needs less politics

Richmond, where crime has become generational and sons often follow fathers into gangs or prison, is looking beyond the Police Department to solve crime by attacking it at its root.

Mayor Irma Anderson plans to establish an Office of Violence Prevention, and she's looking for a team of consultants to help organize it.

The idea is to identify the strengths and weaknesses in the city's network of social services and come up with a plan to fill in any gaps, said Anderson, who proposed the plan to the City Council in December.

This isn't the first time Richmond has brought in consultants to review its chronic crime problem. It wasn't that long ago that Anderson brought in Dr. Protho Stith, a sociologist at Harvard University, to identify the high risk factors associated with violence.

"Those factors include a lack of role models in communities, poverty, education, substance abuse, domestic violence, poor conflict resolution skills and accessibility to guns, and they all exist right here," Anderson said.

For all of the mayor's good intentions, she could have saved the city a bunch of money and simply asked any one of the kids over at Kennedy or Richmond high schools, where kids from the city's toughest neighborhoods attend school.

No one needs to tell them that Richmond has the dubious distinction of being the most dangerous city in the state -- and 11th among 369 cities nationwide -- in a study by Morgan Quitno Press, a research group in Lawrence, Kan. In compiling the study, the researchers examined the rate of homicides, rapes, robberies, aggravated assaults, burglaries and motor vehicle thefts.

The city's homicide rate rose 14 percent last year to 40, and it saw more aggravated assaults, robberies and other violent crimes, too. The city has recorded seven homicides so far this year.

And much like other cities with seemingly intractable crime, Richmond's problem tends to revolve around geographic and generational crime, city officials said. Long-simmering turf battles among gangs, and the occasional intergenerational beef between kids from families with long-simmering feuds, lead to a disproportionate amount of street violence.

"We see groups of young men who live in different parts of the city, and there is a territorial element and a strong tie to drugs, but it's also about pride," said Police Chief Chris Magnus. "What we see more than anything else ... is settling on a gun as a way to get respect.

"It's what we see over and over again as we investigate these killings: What was the motive again?" Magnus said. "I was dissed."

And that, he said, sets the cycle in motion.

"When there is one killing, there are inevitably retaliatory acts of violence," he said.

The problem runs so deep that members of the city's Latino gangs refused to attend a gang summit in October if it were held in an area controlled by a rival gang. They came to the table only after Anderson assured them that the meeting would be held on neutral ground.

It seems Richmond faces an uphill battle trying to strike at the root of a problem so firmly established within the culture of some quarters. But the chief is cautiously optimistic about the violence prevention plan, but says it will be effective only if it's developed -- and implemented -- by someone with a proven track record and who operates beyond the reach of city politics.

That's a pretty tall order in Richmond, especially during an election year.

The one thing Magnus doesn't want to see is a rush to establish another agency -- or a council proposal for yet another recreation center, or midnight basketball league, or any of the countless other short-term solutions -- before the city can determine which programs work, which ones don't and just what's needed to weave a comprehensive safety net for the city's poorest residents.

"We know that some of these programs work, but the ones that are most effective are not short-term, and that's a hard sell in a community that wants to see the killings stop right now," Magnus said. "It's pivotal that the person or group that gets the position understands that it involves job training, job availability and that public health issues that can start as early as prenatal care."

By the same token, the chief said he hopes people are not pinning their hopes that any program -- or even a series of them -- will turn around a hardened criminal. Some people are beyond help, and scarce resources are best used helping those who can be turned around.

"We're kidding ourselves if we think all the guys in prison are going to get out and follow the straight and narrow," he said.

If the City Council can put aside politics and get this done without patronage or preference other than qualification, it could serve as an important diagnostic tool for the city and its continued law enforcement efforts.

Delivering targeted social services to families is an idea well worth exploring, but the value of the work will begin with the credibility of the council's process for selecting someone to lead the effort.

The City Mayor Irma Anderson sucks! Maybe it's time she is recalled and steps down once and for all. She has over 120 murders that has happened on her watch and not a damned thing has happened to solve the isuues of killing in this town out of her office.

Maybe Michael Jackson could do a better job, at least he admits his office is Neverland! TRUTH TAZER NOTE: I haven't confimed this number of murders, but if it's true, 120 bodies can't be wrong!

Sorry for the late updater folks...it's been a busy Friday.

As I mentioned this morning, there was some great comment in the blog overnight and I wanted to move it up to the front page. Let's start with this excellent piece on the West County Times:

The West County Times is one of the most racist newsprint organizations in the nation to date. It claimed to be one of the major stakehoders at the Black On Black Crime Summit in June, 2005. But in reality maintains a racist perspective of the violence prevention movement here in Richmond.

It would seem the Times intent is to divide the community racially and destroy through any negative press the failure of any African-American leaders, whom they deem unfit or unworthy to lead the Movement as a whole.

They print articles on the violence prevention movement that are racially and politically slanderous. That is only geared to disable and maim the VERY MOVEMENT THEY CLAIM TO PARTNER WITH!

They will impose news blackouts and censorship on any Movement person or organzition that does not kiss their DAMN CORPORATE, RACIST ASSES! They will harm, maim and do anything in their power to they can to exact revenge if they feel they are under siege or attack from the community or Movement as a whole.

I say we should no longer look to the West County Times as a friend, but they always have been and always shall be...the RACIST ENEMIES of the violence prevention movement!!

Before you chalk this up to some militant cook theory, really read this statement. The Times did hang Shumake out to dry after the 3/21 Council meeting, then they remembered they had to ease the blow to save face because they partnered with him on the summit!

When I was in Minneapolis, they had a nickname for the Star Tribune: THE JOHANESBURG TIMES...I wonder, what size pants does the West County Times wear?

Dear West County Times, I'm just makin' conversation...don't be mad at folks talking about this...just simply prove us wrong.

The Truth Tazer blog had some very interesting commentary overnight, which I will move to main page later this morning. First things first though, our sister Charlene Harris forwarded some very important info on the 2006 Victims March:

16 TH Annual Victims March

Monday April 24, 2006, the 16th Annual Victims March will be held on the
West steps at the State Capitol in Sacramento, Ca. The ceremony will begin
at 11:45 a.m. with lunch immediately following at 1:00 p.m. on the Capitol
grounds.

Mothers Against Senseless Killings (M.A.S.K.) of Richmond, Ca. has been
invited back to host a display table at the 16th Annual Victims March.
The organizers have stressed the importance of knowing how many will
attend in order for lunch tickets to be provided and mailed. They will try to
fill the requests however there is no guarantee on the number of tickets
requested. If you are interested please confirm ASAP before the deadline
date April 14, 2006.

The Victims March is a day of memorials, reflection and displays by
Survivors/Victims of Crimes throughout the State of California. Victim’s
Service providers, Organizations and Groups display informative resource
tables.

The organizers usually accept photos of victims that will be blown up poster
size and displayed for the ceremony each year. If you are interested in
attending or sending in a photo, please RSVP before April 10, 2006. I will

Top of the Tazer to you!

I'm happy to type this afternoon that the Truth Tazer blog name is being passed around as we had hoped...please PLEASE continue to remind folks you tell that this is THE PEOPLE'S FORUM for discussion and solutions on violence in our community AND where we call our public officials to task (which the tazer takes personal enjoyment in). We encourage comments!

That said, Mike Ali and others are working hard to coordinate a town hall meeting so that we can speak, decide and unite in one voice with our solution and put it at the door step of our public officials as we DEMAND results. Some of you are receiving the emails as well and have asked for a different method of delivery so that you're not getting 10 emails a day.

I'll be working with Mike to simply post correspondence here and you may come and check/comment when you feel the need. There is also discussion ongoing about creating a weekly info capsule of info via email to cut down clutter.

Thank you for the positive words and pending contributions to the blog. As always, if you'd like your comments on the main page, please email and let me know as such and I will work you in!

Wanna know how to do the two step? Watch the City Council Meeting...DANCE DANCE DANCE!!!

I can't help myself...please excuse the title line of this post...I just couldn't help it!

If you had the stomach to catch the council meeting last night (or were ULTRA brave and went like my homey Corky Booze), you saw something interesting: an innocent man defending himself for wanting to fix a problem.

Let me explain:

After the postings on this blog, you might think I have it out for the good Rev. Shumake. Actually, this is not the case. I respect the man and his passion for finding solutions. We've had inspired discussion on a few things, including our mutual dislike for poverty pimps.

I believe that Rev. Shumake in his heart wants the violence stopped; as does his organization (the truth tazer digs this).

Here's the problem:

Last night should have never happened at all. If the Council would have followed procedure correctly, they would have alerted Rev. Shumake at the March 21st meeting that he needed more information to fulfill the requirements to seek funding, matching or otherwise and given him proper instruction.

This is what happens when agenda items come up late at night (I mean REALLY late at night...this alone raises questions based on past results, but that's another post).

Instead, this whole thing went to a vote and was given the go ahead to make a stop at the City Manager's desk.

So we fast forward to last night. The City Council is doing the ol' Texas two step because they knew what had happened was a screw up in a major way. All the buzz leading up to this item at last night's meeting fired up both those for and against to come out of the gate swinging.

Long story short, Rev Shumake took the bulk of his time defending his position, when instead all he needed was the 30 seconds he used to mention the fact that he's done what the Council had asked him to do in order to get to this point. That would have been enough to help people understand that neither he, nor RIA are really the issue.

Tom Butt has said it and I will agree: This issue isn't with RIA; it's with the Council and the process! How does an agenda item go from "discussion" on the agenda to getting voted on?

Then we had the pleasure of enduing the back and forth of whether breaking the rules was right or wrong...you would have thought I was watching my beloved 49ers playing the way I was screaming at the TV.

In closing, I will admit watching that BS inspired me. I don't like the process, nor do I like my public officials having that much control over me. I'm going to work to change the rules they have to play by so that there are no more "mistakes".

I look forward to a healthy discussion on this. My take is just one of many!

I believe many comments have been made from personal & emotion reactions to the possibility of the RIA Black on Black Project & the Anti-Violence Coordinator position BOTH being funded. I personally doubt that will happen.

From observing last night's CC mtg it seemed clear that the city is looking not to fund the RIA, at least not before the Anti-Violence Coordinator is in place.

After reviewing the Anti-Violence Coordinator RFQ (which can be found on the city website)it's obvious who's been doing their homework.

The city clearly has a plan to look at the entire epidemic of violence - not just the Iron Triangle community & not just African Americans. Violence in Richmond has been a problem that has touched many ethnicities, if not all.

Addressing the problem as a racial issue is just plain wrong & will only traumatize the diverse ethnic cultures residing in Richmond because WE ARE ALL HERE.

hiring of a Crime Prevention Coordinator!

Anti-violence coordination sought

RICHMOND: City looks to hire consultant to develop new department to combat disturbances

Richmond is searching for a consultant to analyze public and private violence prevention programs and design a new city department to coordinate them.

This past week the city put out a request for qualified individuals or organizations to submit proposals for the consulting contract. The deadline is April 21. The city expects the consultant to begin work sometime in May, according to the request.

Based on Richmond's needs, the consultant will identify services and programs necessary to implement a coordinated and effective violence prevention effort, according to the request.
The consultant also will take inventory of existing government, school and nonprofit programs to determine which are successful and where there are gaps in service.

Then the consultant will recommend a permanent anti-violence coordinator and suggest an organizational infrastructure for the new office of violence prevention. The City Council approved the coordinator position and the new office in January.

The move to organize anti-violence efforts is expected to put on hold at least two prevention programs currently competing for city funding, according to several council members.
One proposal, for which the council has tentatively approved $200,000, was submitted by the Richmond Improvement Association. Another, which seeks $950,000 for a host of programs, was removed from Tuesday's City Council agenda until further notice by Councilman Tony Thurmond.

Truth Tazer Note: Where did that little diddy come from? My understanding is that this concept was supposeed to be funded by taxpayer dollars (that's you and I folks) to the tune of 950k...funny how it disappeared after some email eh?...and now, back to the show:

The city needs well-thought-out policies in order to effectively reduce violent crime, Mayor Irma Anderson said.

"All of us need to leave our egos outside and help this person develop a strategic plan that is data-driven," she said. "I'm very excited about this step."

Councilman Tom Butt, who criticized his colleagues last week for tentatively approving funding for the Richmond Improvement Association's proposal, said establishing a city office of violence prevention will create more cohesion among City Council members, city staff and the public.

"My take on it is that once we have an anti-violence coordinator and provide some structure for these prevention programs, you'll see the entire council get behind them," he said. "As it is now we're going in too many different directions."

Councilman John Marquez agreed, although he said he is concerned about how long it will take before the city begins to implement the prevention programs.

"If we all get together, we can do a lot more good things," he said. "But in the meantime we continue to find bodies in the bushes and people stop me in the store, on the street and coming out of church and they all want to know when we are going to do something about this violence."

Anderson said federal and state law enforcement agencies have been working with local police to suppress violence for months and that the anti-violence coordinator will be a new piece of the puzzle.

"This crime has been going on in Richmond since I first came here in 1959. The coordinator is not going to stop somebody from shooting someone else tonight," she said. "The time we take to find the right person is time well spent."

A coordinator to coordinate the coordinatin' for a coordinator...as I said before, WTF? "Going in too many different directions"? You were elected to run the business of the city! I give Tom Butt credit for admitting this (as that is step one) and for Jim Rogers doing the same (stepping up and admitting a mistake), but that's a drop in the ocean...my hope is that the trend will continue in a positive direction.

I'm down for whatever Michael. You are so right they do overlook our efforts and don't include us at the bargaining table. They haven't offered anything for survivors where's the funds for that or a place to meet without being interupted? They should formulate a plan to give the Survivors with M.A.S.K. a surplus building to run effective services. I haven't heard anyone say anything about the Survivors losses! They probalby will never admit that Survivors are key to healing any community. Which many have never been given acknowlegdement or reconition by anyone.



Why in the heck would they want to hire a Violence Prevention Coordinatorf for

$ 200.00 someone has lost their everlasting foolish mind. Did Tony really write that? How is he really thinking in terms of our best interest?



We have our own violence
prevention experts right here the Activists and Richmond street soldiers in our own community. Maybe we are not considered (best practice experts) by them. Anyway it goes down best practice experts learn from grassroots indiviuals or nothing works anyway. They are truly the ones who are Strangers amongst the people and would never go out and do the field work themselves. I doubt they go out into anybody's hood.



I know that they are full of it that's why I quit going to there meetings. Book learned quacks! Why would they want to hire Amer Corps and pay them when we have indiviuals here that need income or the scholarships, don't they get college credits or stipheds anyway? I still feel it's just another trick coming out of the hats of a bunch of control freaks.

As you know, I tend to stay silent on most of these issues as the incompetent usually figure things out to eventually, but I’m in total agreement with staying neutral on this until all parties for violence prevention can be heard and included.

Is it me, or is the city council setting a record for not only the world’s slowest response to one of their longest running problems, or is that the plan to keep the money flowing? A message to the poverty pimps: YOU CAN’T FOOLS US…WE KNOW WHAT YOU’RE UP TO.

This hustle has been going on for years, but it’s gotten to the point that the hustlers are so bad at it most people are catching on. Being a Richmond High grad in 1992, I speak on this lack of action first hand as I watched many people (friends included) die from violence.

I do encourage folks to watch tonight on TV (if you can stomach it) to see how this political pawn game is being played out…let’s not forget this is an election year and everyone is “jockeying” for position by WHATEVER means necessary. Lest we forget that politics is more entertainment than it is action.

Sad times my friends, but if we call people to task each and every time they try something, they won’t be able to get away with it.

I suppose that all things happen for a reason. It's good to know that the people's voice, if loud enough, will get action.

This started simply enough with a reply of passion to an email sent out by friend and long time Richmond Community Activist Mike Ali. I'll post all of the correspondence here beginning with my response and the subsequent activity:

THE ISSUE SURROUNDS TWO FACTIONS COMPETING FOR VAST SUMS OF MONIES TO FUND VIOLENCE PREVENTION IN THE CITY OF RICHMOND. REV. ANDRE SHUMAKE OF THE RICHMOND IMPROVEMENT ASSOCIATION (RIA) AND JUNIOR COUNCILMEMBER TONY THURMAN PRESENTING A COUNTER-PROPOSAL FOR 1.5 MILLION DOLLARS TO BE PAID FOR BY THE TAXPAYERS OF THIS CITY.

THE COMMITTEE HAS A LONG TRACK RECORD OF BEING ADVOCATES FOR VIOLENCE PREVENTION IN THE PAST 3 YEARS. THE COMMITTEE FEELS THAT WE MUST MAINTAIN A POSTION OF NEUTRALITY UNTIL ALL STAKEHOLDERS OF VIOLENCE PREVENTION ARE BROUGHT TO THE TABLE AS EQUAL PARTNERS. MANY ADVOCATES AND STAKEHOLDERS OF 'PEACE ON THE STREETS'/ VIOLENCE PREVENTION HAVE BEEN LEFT OUT OF THIS PROCESS AND HAVE BEEN EXCLUDED FROM PARTICIPATION.

THEREFORE WE HAVE HAD NO REAL IMPUT IN THE SO-CALLED PROCESS OF BEING APART OF THE MAINSTREAM PROGRAMMING TO HELP REDUCE VIOLENCE ON THE STREETS OF RICHMOND AND WEST COUNTY.

SO UNTIL SUCH A TIME AND PLACE OCCURS, WE WILL CONTINUE TO MAINTAIN NEUTRALITY AND CONTINUE OUR SACRED WORK TO STOP THE KILLING ON THE MEAN STREETS OF RICHMOND.
